Protected NPCs reject combat locks with a clear explanation. Existing attackers remain valid self-defense targets.

Field notes
Hitting a peaceful vessel makes it hostile and loses faction standing. Kills carry further faction and territory consequences. Turn warfare off to clear a newly protected lock.
The current war setting is a single open-war flag, not a per-opponent diplomacy list.
Patrols, destination security and later raids/reinforcements are implemented. Immediate crime-triggered police dispatch against an offending pilot is still planned; do not rely on an instant rescue fleet.
